ASTANA. Aug 14 (Interfax) - Power outages in Kazakhstan and neighboring countries were caused by the shutdown of two hydroelectric turbines at the Toktogul Hydropower Plant in Kyrgyzstan, the press service of KEGOC, the operator of Kazakhstan's Unified Energy System (UES), said.
